No, you don't.
You just need to pay the $200 transfer fee (tax) and fill out the=20
paperwork.

You would need an FFL to SELL it or any other firearm as a business=20
though.

Nope. The only machine guns that can be owned by civilians are those
which were manufactured and registered prior to 1986.
